Care Leaver Council Tax Exemption

If you either live on your own or live with other care leavers, then you will not have to pay Council Tax.

You may also be entitled to a reduction in Council Tax (including water & sewerage charges) if you;

  • Are at least 18 years of age but not yet 26.
  • Were looked after by a Local Authority at age 16 or after.
  • Is no longer looked after by a Local Authority.

Universal Credit

Universal Credit is a means-tested benefit aimed at people of working age who are either looking for work or who earn a low income.

Care leavers, and those in continuing care, aged 16 and 17 are not generally able to claim Universal Credit. Instead East Lothian Council is responsible for providing you with financial support and housing.

The exceptions for young care leavers or those in continuing care are:

  • If they are parents.
  • If they are too unwell to work.

You will then be able to claim Universal Credit for living expenses but not for rent.
