Getting involved as a tenant
We want to encourage all our tenants to get involved and influence the housing services that we deliver. You can do so in a number of different ways, for example:
- as an individual tenant
- through a Tenants and Residents Group
- by being a member of East Lothian Tenants and Residents Panel (ELTRP)
- by getting involved in out tenant scrutiny activities

Legislation
The Housing (Scotland) Act 2001, introduced rights for tenants and duties for landlords. The Social Housing Charter took effect from 1st April 2013, has been reviewed and a revised Charter published in November 2022. The Council collects performance information to show how we are meeting its aims. You can find a copy of the latest Charter document here. Regulatory Framework
Our housing management is regulated by the Scottish Housing Regulator. It revised its Regulatory Framework | Scottish Housing Regulator in February 2019. All landlords must comply with the regulator's requirements, which are published in chapter 3 of the Regulatory Framework. This framework requires publication of an Engagement Plan for each landlord. Landlords Report
We must report on our performance every year against the outcomes in the Charter and we publish our Landlord Performance Report in October each year. Our report aims to improve the quality and value of the service we provide for tenants and other service users.
Significant Performance Failures
